Yes. Although technically it is a raod, it is considered a hill because of the fact that it is higher than all of the terrain with ramps leading to both ends.

Hill camping is normally only spoken about on hour glass. Altough I'm not agains hill camping on hour glass. Altough I don't really get, what your talking about with hill camping on city.
