Every so often, I get this positive feeling that humanity can somehow, possibly attain pure awesomeness, and enlightenment, and that there is light at the end of the road for us all. Well... then you don't play the game enough. I rarely play it and it is very possible to do.
So much that even Bungie made it a point to make an official announcement saying anyone caught doing it would be suspended.
However, it's more common in Halo 2 than 3.
Also, it doesn't change the power behind the shots that hit you, it changes the rate of fire. It basically gives the effect/illusion that the Battle Rifle is full auto.
