Install it in Administrator mode, this can be done by:

Right Click CD->Explore->Right Click Setup.exe->Click Run as administrator.

That should fix your issue.

Now to all of those not being helpful, go fuck yourselves and learn how to use the OS before you trash it.

I use Windows Vista 64bit Ultimate and I have no issues. You may just want to uninstall everything and reinstall it from scratch. Make sure you delete everything. If that doesn't work, then you need to go into compatibility editor and change the settings for the game. I never had to do this on any of my vista machines, but it's a suggestion.

Stop posting, slow your arse down and actually read the posts and follow directions.

FOLLOW DIRECTIONS.

I don't want to see one more post from you until you have figured this out. There are plenty enough post from others that would fix this on any windows/vista computer.

FOLLOW DIRECTIONS.

Read very slowly.

Do each step as you read them. Don't try to do the steps after you read the entire post. You will forget steps!

FOLLOW DIRECTIONS.

If a program is broken or non-responsive and all else has failed follow the Oblivion Creed: Delete All, Reinstall.

FOLLOW DIRECTIONS.

Vista Sucks, deal with it via the Oblivion Creed and get back to a decent OS - Windows Xp Professional SP2

FOLLOW DIRECTIONS.

After every single renegade (in your case get rid of the entire first decade install) related file has been removed manually or by uninstaller, follow every single one of these steps after installation: http://www.renhelp.net/?mod=Content&action=view&id=Getting+Started
