yeah, You can extract it with the xcc mixer. I did it to.

I can't even get XCC mixer to open RenAlert's always.dat that was the first thing I did, and I couldn't get it to work.

That's because XCC mixer sucks. Use RenegadeEx from Scorpio9a:

Ok then, just open the always.dat of RenAlert with RenegadeEx. Then search for "mp3" and you should get all the music files.
