how do i get them to work? the vechiles one and the maps one?

You need to be more specific. Are you asking how to mod? or how to use downloaded maps?

There is a link just below the one you used to get the vehicles that explains how to mod.

In the downloaded maps is a readme.txt that tells you how to install the maps.
