Recruiting by invite only, that way you have only good people to choose from and you automatically weed out the n00bs.

Test them. Extensively.

1v1 aow
1v1 infantry single fights with selected units
1v1 selected vechs
THEN
2 games of aow in public game, one game on same team, one game on opposing teams

Recruit
I use a specialised forum where they can apply. So I have a recruitment pool if you like. Then once they are active on the forums/site/servers/ts myself, zunnie and the other admins agree whether they are fit to join or not. Once again weeding out the "one hit wonders" and n00bs.
