It would appear 99% of players can't be bothered to use it, and here are the reasons I've found

It's flawed: so is everything
The server empties: I have it, why can't others?
No cheaters here: prove it

You forgot the fact that it allows people to score 100+ kills a game carefree from accusations and possible eviction that would otherwise prevent people from using games just to kill.
