I believe that your parents do not want to buy a cable connection because of the huge price interferences in the United-States, in Canada prices are stabilized by mostly the law, it's much easier to get a fast connection here too, but that depends IF the provider covers your area.

Pricing for dial-up and cable is almost the same, most of the time it's only different by a few cents, or a maximum of CND$10

Anyway, that's what I think.
