This voting its pretty much useless, the people that are being voted for will just leave before the vote takes effect and rejoin without being kicked. The bot should 'remember' he got voted out and kick him when he rejoins after the vote-sequence finished.

Yesterday on a european server (XTheUnitX 40 player) we kept voting for a guy called pczbsd who was a cheater and he kept leaving the server just before the vote finished. It said the vote passed and that the player was gonna be kicked but he left already and therefor he was NOT kicked at all. Instead, he came back in about 30 seconds from where the story started from the beginning again - we voted, he left, he rejoin -- we voted, he left.. etc.. pretty annoying
