I second that skater, and also some mod or something might be lagging you up as well as giving you the 0 bug.
What I suggest you do is first of all re-install Renegade.
Next, minimize the stuff you run whilst playing Renegade. Hit ctrl + all + delete after a fresh PC Restart, end all tasks except explorer and systray.
Next of all, tell me what video card you're using. There are different ways to check the settings on video cards and I think some setting you've done is lagging up. I found anti-aliasing really fps drained my old card up... tell me, is it actual lag your getting or FPS (Frames Per Second) cuts or slowdowns? By lag I mean high pings and michael-jackson style moonwalking along the floor and lagging into poles/ etc.
It's a good idea to add a lot of relevant detail to your first post so that a solution can be brought quicker.
