No Presets in LE + Crashing [message #463028]

Like the title says I am having trouble with LE it is the Tiberian Technologies 4.0 version. I have heard that it must have the correct install path or something but I am not exactly sure what the problem is. There are no presets or anything, and also I am running the First Decade version on Windows 7.
