You have to do a formal request. Your parents or his immediate relatives should have the pertinent info to fill out the form.

The Veterans Dept. can be a bureaucratic clusterfuck. So make sure you've filled out everything to a T.

Ya i saw this, but its complicated, I guess I will contact them tomorrow!
