The Vatican has one of the best spy networks in the entire bloody world. The Pope could order those responsible to be found and excommunicated and purge his church of the rot in less than a year. Thus exposed and denied the Church's protection, they could then be effectively pursued and squashed by law enforcement, and given the prison-raping they all so richly deserve.

We're talking about the one and only religion that is literally a nation unto itself- there are Vatican embassies in nearly every country that has a Catholic presence. The Roman Catholic Church has been around longer than any other organized governing body, their power structure has existed in its present form since before the invention of the printing press, and they have their fingers in places even the CIA would salivate over getting a look at. If they wanted the problem gone, it would be gone. It isn't as though child rape is part of a Catholic priest's vows, after all- these pedophiles are a cancer that has been allowed to spread through negligence, incompetence, and a desire on the part of the Church's leaders to save face rather than drag their Church's dirty laundry out into the open in order to stamp out the problem.

Ironically, the longer they keep at the cover-up game, the more attractive they look to the next batch of child-raping asshats. In order to get rid of them, the Church must first make itself a dangerous place for a pedophile to be. They have the means to do that, just not the will.
