If he has a dynamic IP then it will cause more harm than good. This means that his ISP have a DHCP (Dynamic Host Configuration Protocol) server which gives him a new IP either everythime he connects or it refreshes every so often. If you ban an IP that he has the chances are the next time someone who used his ISP logs on the DHCP server may give them the banned IP. Although it may not be likely that another person on his ISP playes on the server it hasn't solved your problem.
