The only reason why you need to submit a roster is to make sure one person doesn't end up playing for multiple communities. And that makes a lot of sense, tbh. I remember playing 3 different communities in community wars and we ended up playing against people we've seen before every time.
Mr. Mom also said last round that one can still change a roster until the day before you play. I suppose this still counts?
