no, you can not change your bandwidth. You get what you get and thats about it. Cable is also kind of tricky, because your bandwidth will fluxuate when other people on your line are using their modems (read: not other people in your house, but in your area. Cable lines are shared bandwidth between a bunch of different subscribers).
go to http://www.broadbandreports.com and try out their speed tests to see where your upload speed stands at different times of the day, and use homey's little chart to determine how many you can host.
MOST cable modem services I know of have an upload of around 512k.

EDIT 2: While I said that you cannot change your upload speed, you can TWEAK your computer to allow it to use the available bandwidth more efficiently. broandbandreports.com also has a wealth of information on how to do this. But don't expect huge gains... You might get like 10-15k at most, but every little bit helps.
