Well... then you don't play the game enough. I rarely play it and it is very possible to do.

So much that even Bungie made it a point to make an official announcement saying anyone caught doing it would be suspended.

However, it's more common in Halo 2 than 3.

Also, it doesn't change the power behind the shots that hit you, it changes the rate of fire. It basically gives the effect/illusion that the Battle Rifle is full auto.
