Yes you can. First of all, those things have inner breaks that are switched on automatically if it spins too fast. But, there is still the chance the breaks can fail, and when that happens, this is the result:

If that happens when one blade breaks, how the hell did that happen as said in the article?

Therefore it is safe to assume that the turbine wasn't even spinning at the time of it breaking.
