It isn't. I actually bought one a few months ago to upgrade, yes upgrade, from the integrated Intel gfx which had like, 32 MB or some crap lol. It was an old PC with only PCI slots, therefore, had to go with a PCI card. Was one of the best for the money.

But SSnipe, you should check whether your newer computer has a PCI-E slot or not (the difference between PCI and PCI-E is easy to tell), and then find a newer gfx card that will fit in that's really cheap. As someone mentioned the 8400 is between $30 and $40, and there's a few decent Nvidia 6 and 7 series cards (as well as some Radeon, but BLAH @ ATI) for between $18 and $25 here. Remember that none of these will give you a significant boost to gfx performance, so as long as you're just looking for dual monitor support, these would be the way to go.
EDIT: All the cards linked here are PCI-E. Most newer (couple years back and newer) will have at least one PCI-E slot.

This might be the best for your money. Open box item which means savings, but it's at the top of the $18-$25 price range (if money is that much of a concern, then that may be a factor.)

Also EDIT: You can build an incredible computer these days for only $1000. If you're gonna spend $3g on a computer, it better be one mothafuckin BEAST PC that will last you for 10 years.
