To find out your Dell model, look on the front of the case. It should say on or around the power button area. After looking again, that's not a Dimension 8300. The farther two memory slots would be 45 degrees sideways I believe in that model. I'm about 90% sure that's an Optiplex GX270 mini tower model. It looks identical.

To find out CPU and RAM info, simply right-click on "My Computer" and select "Properties".

Since that AGP slot is vacant, and it's a name brand PC, let's assume you're using the onboard video (which in the case of that PC would make it either Intel Extreme Graphics or Intel Extreme Graphics 2). To be sure, right-click anywhere on your desktop and select "Properties" to bring up the screen to choose your wallpaper and so on. Go to the last tab titled "Settings". It'll say here what monitor and vdeo card you have.

You can also do what Coveman said. Not trying to one-up you, but offering easier alternatives. That and Dell PCs don't show that BIOS screen by default.

Also, note what I said about the PSU. If it's the stock Dell 250 watt PSU, it won't run a 7800GS comfortably.

I ran that 7800GS on my socket 478 system. Ran like a dream even with most of the performance bottle-necked.
I'm not saying it won't run well, but on my Pentium 4 2.8GHz and GeForce 6800GS, I feel CPU bottlenecks in some games/cases (I know this is so becuase I can turn off AA/AF and/or lower the resolution and gain no framerates in some games, though they are somewhat older games), so a higher video card would certainly be bottlenecked a bit as well. Since "most" games are GPU limited, this isn't a big problem anyway. I was just stating that he shouldn't expect full performance from it.
