Isn't this just about the card and not the chip? They said they were discussing it but nothing more. As for the chip in the card I doubt it will hold that much more information than it already held about you. Also on the monitoring point they have had capabilities of monitoring what you say and do for some time http://en.wikipedia.org/wiki/ECHELON . I guess that difference here is that with Echelon you actually had to do something for them to have the authority to listen in. I have also seen that recently quite a few things are going that way for example new passports and driving licenses seem to contain information digitally now which I guess is a similar principle. Tin foil hats at the ready!
