It's kind of loopy.The percussion in the background is off time (or out of time...erm...see my note).
NOTE:
I am not sure what the phrase is in english, but what i am trying to say with "off time" is that for an example your your track is in 4/4 Specific Time, but the percussions go in 4/8, creating a feeling that the most of your instruments are delayed.
Also, what program did you use? I suggest FL Studio 6.0 XXL Producer Edition. It's easy to use and has a lot of pre-installed instruments in it.
