Is there any where i can legally Download a serial key or download this game (via credit card or something), i can't do ebay and there are no stores that have the game, other than paying for an expensive pack with like 12 other CnC games...

If you can find that "C&C collection" that was previously sold, you can get Renegade and a couple older games for $20. I saw it at Best Buy a couple weeks ago, so you may want to see if your local store still carries it.
