File --> Options --> (In connect) Add --> Fill out appropriate information, and in the IRC Server box, put that IP address. The port should remain 6667, unless you're a special case. And the group just leave alone.

Click ok, and so on. And connect. Then go through the options as you see fit and fiddle around.
