Finding a 16 player server for $15-$20 a month wont be very easy. Most sites charge around 30-40 for that.

I would suggest to find a webhosting company that doesn't sell dedicated servers and see if you can rent out a portion of there servers. Websites don't really affect servers usage at all really so most of the time webhosting servers remain at low usage.
