It means exactly what it says. It can't connect to the RenGuard network to retrieve a list of master servers to connect to.
Possible reasons:
1) Firewall (main reason usually)
2) Error in your internet connection
3) Poor internet connection... the request may have timed out when requesting the list.
Possible Solutions:
1) If you adjusted or installed new firewall software, make sure it's allowing game.exe (and game2.exe) to pass through.
2) Check your internet connectors, possibly ethernet/phone cable... May have been unplugged or damaged somehow?
3) Poor internet connections could be caused by two things, your cables may have been knocked loose, OR something with your ISP...
