I think it's a cheat. And so is anything else that modifies the game to your advantage, in my opinion. The guestion is, when does a cheat become "too much"? Even beacon countdown mods were compared to cheating once they showed up (though not by many, but nevertheless), and now it's available in CP1, and accepted next to completely.

There's no answer to this, it's just about everyone's personal opinion. The clear field of the "crystal scope" is too much in my opinion, I don't mind the tint. On the other hand, players who play with 1600*1200 resolution can see TWICE as much as those who play with 800*600. That is clearly even a bigger issue than the clear scope, but nobody even considers it a cheat.

I would consider it as a minor cheat. Not allowed in Pure Mode, especially in clanmatches and other tournaments, but ok in public games. Just like the way it is.

There's a hole in the sky through which things can fly.
