It's actually probably BoToMaTiC (AKA H4cKBoT). Use something like renip, or use the command-line to connect as "H4cK*" (without the quotes). Then ban that nick. It will stop H4cKBoT/H4cKBoT01/H4cKBoT02/etc/etc from joining, and flooding the room. When he floods the room, users D/C, the server reconnects, and when it's able to rejoin the WOL channel it means he's moved on. (so no probs till the next time).
