Yeah i had that problem too (about the harvesters not moving until you kill them), but it doesn't occur always. It is a bug that could do with fixing. I'm not sure if it occurs in WOL mode, but all the servers i played that had the bug were in GSA mode. Saying that i didn't actually play it on any WOL servers, but it could still happen there.
