I think the limit is determined by the number of vehicles your team is using, not the vehicles they have.

If you are coordinated enough, you can get every member of your team a vehicle. When the limit is reached, just have some people get out of their vehicles so you can make one, then they can get back in.

Make sure to only do this only when you are safely in your base (get out of you vehicle).
