You have to enter this into the console to make it drivable:

controls "L":re-assign unlock vehicles (insert name of your side here, nod or gdi)

Then when you hit "L" the harvseter will stop moving and have the unoccupied symbol on it, but be warned, you have to keep driving it the whole game or it will just sit there unless someone else drives it.
