It can be extremely annoying, but only one MLRS can get a shot in anyway.

So, on low-user-limit maps, yes, it's an annoying bug - on larger maps I kinda welcome it because on either side it means a LOT of extra cash repairing or attacking. I do it on GDI just to earmark two or more people constantly having to repair the Hand. Keeps them from beaconing/buying flame tanks.
