You can get the XCC utilities (http://xccu.sourceforge.net/) and extract the character models from where ever they are in the Renegade .mix files.

I think they come in one of the .zips (modart.zip or something like that) off of the westwood ftp (where you get the public tools, buildings.zip and whatever)
