England, UK (keeping it on topic with "Why British Coppers are funny"). 
The average would've been taken to 100 mph and over, which in this country is an instant driving license ban. Give or take a few mph, the same happens if you are going twice the legal speed limit (i.e 60 in a 30 zone).
