Try adding a message to your MOTD. I have had a large improvement since I did that. What usually happens is the player joins, closes the MOTD, gets two messages, then the boot. Then he realizes that MOTD must have been important. He comes back, reads the message, leaves before being kicked, and comes back about 5 minutes later, ready to play.

My MOTD is set as:
