Dont have to be.

You can put both drives on their own cable.
But depending on wether there is another device on this cable (like cdrom/dvdrom).

If this dvdrom/cdrom was already on this cable by itself alone it is set to Master. This means the HD must be Slave.

If you want to put the drive on a cable alone you must set it to Master.
If you connect it to a shared cable (2 devices) you must check that the first device on this cable is set to Master and the other to Slave.

Edit: Your HardDrive and Floppy Disk Drive are two completely different cables. You cannot attach a FDD to an IDE-channel and vice versa.
