E) I don't have it because, first squeezing 28meg through a 56k modem is not my idea of a party, there isn't even a wet t-shirt competition involved, and secondly no one has given me a good reason why I need it. I know it's a programing lang and all, but do I need it if I want to develope, or is there a version thats just for end users?

the .Net framework alows you to run applications programmed in Visual Studio .Net and therefore required if you want to run something like BR.Net
From the topic, all I can guess is that Dante's inbox is full of messages like "Help!!!!1!!1 BR.Net doesn't work!!11!" and most of the time people don't have the .Net framework installed and thats their problem.
