Well actually, nearly ALL versions of linux are free.
Redhat, Mandrake, and i think SuSE too all have free versions.
There are MANY MANY more, but these are some of the popular ones.
But I'm guessing you want it to host a linux server?
Get RedHat. Its constantly updated, and MANY MANY people use it, so if you have a problem with it, they can help you.
Also I'm guessing that this is your FIRST version of linux?
In this case you will need the extra help and experience available.
xenno is partially right.
I think you should stay with windows. It is much easier for many, and still almost as good. Linux will handle a little better with 24+ people.
But Spending money for linux is only if you have large networks and computers to manage.
