there has been some issues where people in different parts of the world cannot register for a new fds serial number.
best bet is to find someone on the west coast of the US to register one for you, as it only takes about 2 hours for us to get a serial for a FDS.

or, as this worked for one of my friends. Continuesly bug EA about sending you a Serial code for the Username you pcked, got his a few short minutes after he started bugging them.
