If you have "deleted a file" (I dont think any one sound file controls all renegade sounds), just re-install Renegade.
Its worth launching the renegade configuration program that you can find inside the renegade folder, (Called WWConfig.exe) then using that, go to the sound tab and make sure that the sound driver of "Miles Fast 2D Positional sound" is present, I think everyone uses that.
This happened to me before.
Also check for basic things e.g. Make sure windows 7 if you are using it doesn't have Renegade's volume level to 0%
