I was digging around in my hotmail account and came across this email from westwood back in 2004.
It still works and i'm giving it out to whoever sends me a PM for this first.

Hosting a Dedicated Renegade Server takes a good deal of CPU power and bandwidth. Running the server software on any machine not up to the minimum specifications, or without the appropriate bandwidth will result in very poor performance for your players.
Please ensure that your system meets the following requirements before hosting your own server.
Component Minimum Spec Comment
CPU: P3/800MHZ For 32 players. Fewer players may be able to operate on a slowermachine.
OS: NT/2000/XP We do not suggest using 98/ME due to OS stability issues.
RAM: 128MB 128MB minimum for 1 server instance.
Bandwidth: 128Kbs 4 players (cable modem/ADSL)
512Kbs 16 players (if you have a symmetrical connection - check with your ISP)
1 Mbs 24 players
1.5Mbs 32 players
