Well i have the ATI radeon 9500 128MB sapphire but i still get bad fps in games.
Infact i know somone who has a 64MB geforceMX4 that gets more frames then me is there anyway to increase my fps and my cards power?

Its no good having the worlds best Vid card and running it on a 333

You will want to go with a Radeaon 9600, as it stands now it has more power then the gf 4 ti 4600, and pretty much all the midlevel Geforce FX cards. You can find some reviews of it at tomshardware.com (among other sites) but really I'd recommend going with the 9600. Just my 2 cents, oh yeah and you will want to get at the VERY least another 256mb of ram (more if you can afford it). And these days you can pick up a pretty cheap processor upgrade like this one from newegg.com (assuming your mobo can take it but then again you can get a very nice feature packed Nforce 2 board for around 65 bucks)

Oh and icesword, you may need to play with the quality settings in the ati control applet. i.e toning down the mipmap quality level, turning down or off aniso/AA filtering (you really dont get much out of aniso unless your using max AA, so you can safely turn it off without a noticable difference in picture quality) Also ensure that the AGP apeture size in your bios settings is set to 128 mb. Make sure all remnants of your previous cards drivers are gone, and drop the screen rez in games that should give you quite a few extra FPS.

I think this problem comes back to the fact that nearly all the new ATI radeon and all of the GeForce FX cards need an 8x AGP port. People who use these cards in a 4x AGP slot are effectivly limiting the performance as the 4x AGP can't offer the bandwidth requirement of the card. If you put a ext generation card into a 4X AGP slot it will work to some extent but the performance will be poor.

AGP is going away. This time next year, we will all be talking about how great our PCI Express boards are, and how they have 16x the bandwidth of AGP 8X, but how we still don't have cards to take advantage of it. Leave your AGP Aperture set to 128MB. Once you hit 64MB, you pretty much flatline in performance from there to 256.

RenX, if you're buying a new card and dont have alot of money to spend, check out some forums like the [H] and AT FS/T forums. Several people there are usually getting rid of 4600's and 9700Pros for fairly cheap. Check in your country for someone selling refurbished video cards like newegg does. I can get a 9600Pro refurb from newegg for 130 USD. Normally, it retails for 200. I can get a 4600 for as cheap as 140.

IceSword, check to make sure AGP 4X is enabled in your BIOS also. Most are set to 2X speed by default, which is noticably slower than 4X.
If you just bought it and installed it from a nVidia card, odds are a format and reinstall would be best. nVidia drivers are really hard to totally get rid of.
I don't know if its a IQ setting problem. Odds are, you probably don't know how to change the AA/AF level yet. But on my computer, I can run @ 2XAA/16XAF @ 800x600 on a Athlon 1.4 w/9500Pro (9500's are a tad faster than 9600's too), and maintain a framerate of 40-70fps. Playable and looks good.

A GeForce4MX-440SE gives a fx5200 a run for its money. A 4200 0wns it.
please reconsider. For $100 you can get a low-end ti4200.

1.6 ghz? I thought u had like a 2.6 ? 3.0? wtf u got a crappy ass comp i thought urs was good?! HMM1!?
I get constant 60 fps in 40 player..... if I uncap my fps in a 25 player i get 80. (up and downs) with a radeon9000 128mb shit!?:DDDDDDDDDDDDDDDDDdd

I build systems end that was a problem I encountered because of the fact that there was a problem with the BIOS causing the AGP not to run at 8X. A BIOS upgrade on the motherboards with the faulty FX 5600's fixed them straight away.

Mainly the KT400 board as I don't use the KT333 ones much now. It seems to effect the FX 5600. I had a lod of the KT400 boards that had a faulty BIOS setting so they need upgrades to enable the 8x AGP. It seemed to fix the problems with the FX 5600 after.
