No, I do not think it would work. The water is going round and round and would get to room temp pretty quickly.
If it did work, then you would see condensation, so you'd need a drip tray or a way to reprocess that condensed water.
Perhaps if you had a way to keep the water cold, then it might have some merit. But short of ripping apart a freezer, you'll end up having to put ice in that cool bucket all day long.
So no, it wouldn't work like that, and no, not worth it either.
Get yourself a v8 or a v10 CPU fan if you want your shit over-clocked.
