No but I know exactly why your confused.
Basically, APB changed the scope button's key binding so that some weapons could have a scope but also have a primary & secondary fire. However, it's sort of hardcoded into Renegade that the scope function should be a secondary fire ability.
If you use secondary fire to enter scope mode, then the reticule becomes locked in place in the center of the screen. However, if you use one of the new BHS keybindings to access scope mode, you trick the game into accessing the scope without it realizing and that's why it lets you freeaim.
It's a side effect for making a tertiary scoping method. It's not supposed to happen and it hopefully will get fixed.
So, basically Renegade can't do freeaim while scoped. It never had that ability and it never will. APB has this glitch. Reborn used to have this glitch in the infantry beta, but they have since reverted back to traditional scoping.
