It would be A LOT smarter to just create a directory of videos from other sites...
- You save massive amounts of bandwidth by hosting on other sites
- You don't need nearly as much CPU power or memory on your server since you're not streaming the content yourself
- People don't have to re-upload their old videos, just provide a link. If you do it right they could contribute links without even needing to register
- You gain the established userbase/viewers of popular sites which are already known to be reliable in terms of uptime, bandwidth speeds, security and privacy
- People only have to upload once, to their preferred site, instead of uploading multiple times to different places
This way instead of competing with other sites you simply use them to your advantage while providing a good service.
If you want people to watch the videos on your site, which is completely understandable, you can create an embedded video player that streams content from the other sites.

This. I've, (well not yet, still not done) been copying a video to this site from youtube which is only 6 minutes long and has taken a good 10 minutes at this stage... No sign of it finishing up any time soon..

Videos transfereed from youtube directly should take no time at all. The only downside from taking it from youtube is that the video quality becomes lower. If you upload it direclty, its a huge difference.
