You do what you have to do, if the only way you can get people to help you keep your server on-line is by giving bonuses to players that help you keep the server on-line so be it. The alternative is that the server closes down. In addition it's not cheating, anyone can make a donation, thus everyone has the option to play on the same level, you're just choosing not to. (You/your being anyone that chooses to complain about how the server gives benefits to its players, continue to play on the server, and believe its cheating).

If you don't like what they're doing, don't play it, it's their game too and they have the right to modify the game play how they like. If it really bothers you that much feel free to play on one of the 100x empty servers.

"Cheating implies the breaking of rules." and in this case its fine by the server's rules, so its not cheating.
