They've had a majority in both houses. However, they were making the mistake of trying to pass their bill through normal legislative means, which requires a 60-40 majority to get anything done if the minority party decides to be difficult and filibuster. After they lost their 60-40 senate majority after Ted Kennedy's death, they turned a process called reconciliation which doesn't allow filibustering and only requires a 51-49 majority to get the bill through. It's less-than-honest, but they can't say they didn't try, and Republicans didn't leave them with much choice.

So what does happen if an uninsured person has an accident, and an emergency ambulance is called? What if it was a broken leg, for instance. Do the EMTs walk away if the patient cannot pay? (I suggest a broken leg because you're likely to be concious and thus discussions pertaining to payment could take place)

Generally speaking, hospitals are legally obligated to treat a person regardless of their ability to pay. The cost is then either billed to the recipient of the treatment, or passed on to people who pay insurance to the providers who own the hospitals.

Then you get yourself a bank loan, or have a credit card or two handy. The lucky ones have an inheritance or generous parents that will take out a second mortgage on their house.

It'll save your government a lot of money over the years, and people will get the health coverage they need.
One important aspect is that small businesses will get incentives to buy health plans for their employees which should help attract people, and also lower the cost of operation for those that do offer health as a perk.
No, it's not perfect, but it's better than what was before, especially in regards to preventative care. It means Wendy Welfare Mom and Joe Subdivision won't refuse going to the doctor when they have a bad sore throat, instead of waiting until they get pneumonia. That's not only good for society, but the economy too.

Perhaps you might have missed this since you're in Norway, but this process has taken us a year and a half, and the entire time Republicans have been telling us the earth will split in two and demons will come out of hell to rule the world if this bill is passed.
The whole health care bill is basically;
1) Insurance companies can't do bullshit like randomly drop customers or cap benefits.
2) Uninsured/Uninsurable can join high risk pools.
3) $250 for pills to seniors not covered under medicare part B. $250 for pills is nothing.
Really? Really, Republicans?
