We've already addressed this problem.
Locked.
Look: That patch doesn't work. Your best chance is to try online, or to go to "Multiplayer LAN" and make a game for 1 player only, then you can change the map to, say, City_Flying.mix and you will be able to buy apahces/orcas.
It is not (easily) possible to get the AI bots to work on most maps, and I would strongly recommend trying the game online.
Also, the apache/orca physics are nothing special, if you're looking for a decent flying experience, you're wasting your time. If you want practice with apahce/orca, then simply play online.
