I was tampering with a bunch of Photoshop effects, trying to see what I could do, and I stumbled along this:

Cool? Idk if it is a worthy mod, but if you like it, you can download it at Samous Ind. File Base here(RAR), or CNC Renegade forums(ZIP) bellow.

Install my adding the two .dds files to your renegade data directory.
