Sounds like packet loss. Check if it also happens overday. Some ISP's have "traffic jams" at evenings, giving you bad lag because they put too many customers on one "hub".

Also try to run a winmtr test (http://winmtr.sourceforge.net/) towards the ip of the server u mostly play on and post it here, so we can check if there is packet loss and where.
